These By-laws have been amended to suit new club house. Any objections to these rules must be referred to the committee by March 5th 2007 after this time they will not be changed unless by committee.                                             

 

   BY-LAWS


BY-LAWS of the Gold Coast 8 Ball Association.  (The Gold Coast Association here after may be referred to as “the association”.)

(As amended: Jan 2007)

 PLEASE READ CAREFULLY.  IGNORANCE OF THESE BY-LAWS DOES NOT CONSTITUTE GROUNDS FOR APPEAL.  BREACH OF THESE BY-LAWS WILL INCUR PENALTIES AT THE DISCRETION OF THE EXECUTIVE COMMITTEE.

The Committee has the right to set house rules consistent with these by-laws.

No alcohol or drugs of any kind are to be brought onto premise –instant dismissal for any offenders

 

1. VARIATION OF RULES

 

a) Any of these by-laws are subject to variation by the Executive Committee.

b) Written application for variation will be considered.

 

2. RULES OF PLAY

 

Official rules of the WORLD EIGHT BALL POOL FEDERATION as authorized and used by the Gold Coast 8 Ball Association for competition and tournament play.

 

3. CAPTAINS AND DELEGATES

 

a)  Each team must have a representative present at the captains meetings. The team shall receive an additional point for attendance.

b) Captains or Delegates must notify the Secretary of any change of address or phone number or of any change of Captain. Captains will be responsible for receiving and distributing notices for teams.

c) 1. The Captains or delegate is required to attend a monthly meeting, usually being in the first week of each month on a day set down by the Committee at the AGM. (For example, the first Tuesday of each month at Lawrence drive)

    2. No proxy votes are allowed at captains meetings or the A.G.M. 

d) All meetings will be conducted by an agenda set by the Executive Committee. Any persons who do not address the meeting through the chair will not be recognized. All matters for discussion must be submitted in writing to the Executive Committee not less than 1 week prior to the general meeting so it may be addressed correctly. This can be done by putting it in the box provided at the club house.  If a written agenda item is not received, it will not be discussed at the Meeting.  It is at the discretion of the Executive Committee to allow additional verbal items of discussion at the Captain’s Meeting.

e) Captains are responsible for the collection of playing fees and registrations, and paying them on the night of play,before the game, if the FULL fees prior to the start of the game are not paid you can NOT play.   

 

4. REGISTRATION AND/OR TRANSFER

 

a)  Teams fielding players under 18 years old must have an elicited guardian who is held responsible for there behaviour.  Juniors must abide by all association rules and keep away from the bar area .THE CLUB IS NOT A PLAY GROUND

b)   In the event of a team fielding an unregistered player, the team will loose any points received from that player and they will be credited to the opposing team. All players must be registered from the commencement of the season (with exception to: 4- d) as below.

c)  If a player is registered on the night of play, all the players' details must be recorded either on the team sheet or on the appropriate form .The player's registration must be payed on the 1st night of play or they will not be eligible to play.

d)  If a team drops out through the season, all the players will be de-registered unless circumstances allow the player to join another team (this is with Committee approval only)

e)   Players wishing to transfer from one team, division or team to another may only do so if: (I) Written application is made to the Executive Committee with both captains signatures. (ii) The Executive Committee grants written approval.

f)  If a player is de-registered, he/she cannot play in any further matches in that season.

g)  The Association has the right to accept or refuse any request for membership.

h)   The captain must inform the Committee immediately when a player is no longer actively playing with a team.

i)   If a player wishes to drop to a lower level he/she may only do so if a 1 point player and can only drop 1 division and gains 1 point. If dropping from 1st division gains 2 points and must be under 33%.

 

5. CONDUCT AND COMMENCEMENT OF MATCHES

 

a)  Team members and their companions must conduct themselves in an orderly manner at all times. Any bad language, rude or drunken behaviour, and/or bad sportsmanship will not be tolerated and teams or team members will face the Judiciary Committee, which may result in point penalties, fines and /or suspension. Teams and members are responsible for their own guests.

c)  Both teams will supply an umpire for each game played. Umpires must confer before the commencement of the frame.

d)  In all finals and championships umpires must be equipped with a watch with a second hand (or stop watch).

e)  The umpires decision is final (exception, refer to rule 12, Protests) Umpires can change their call if they have made a mistake in calling.

f)   15 singles frames shall be played in a match.

g) Both teams must arrive prior to 7:30pm. First game must commence by 7:30pm. After 7:30pm the first game is forfeited. After 7:45pm, the second game is forfeited. After 8pm the team is forfeited. These playing times can only be changed by prior agreement of both captains or as directed by the Executive Committee.

h)  The order of play may be altered with the consent of both captains; otherwise a player not present at the time his/her game is due must forfeit the game.

I)   A team must forfeit each game in which the named player is not available at the commencement of the said game. If less than 3 players are present to play, the opposing captain may claim a match forfeit. (Subject to paragraph 5-(g)) when these games are due. Match result sheets must be filled out and signed by the captain to claim a forfeit. No score will be recorded if the match sheet is not signed.

j)  Any player unable to complete the frame through illness, injury or any other cause shall forfeit such game to the opposing team.  Any player named and present at 7:30pm and unable to commence his/her game through illness, injury or other such cause may be substituted with a named reserve.

k)  Every match shall be played to a finish unless both captains agree to postponement. In the event of any match being unfinished on the day set down for such, the captains shall arrange a time and venue to play or finish the match before the next programmed match, and must notify the Executive Committee by the time the match results are due.

l)   Where a team has less than the five players required playing on any given night, the captain may place the byes as he/she wishes on the score sheet.

m)   Full team fees are still required. A player that cannot play on a night should give the captain 24hr notice or his/her part of the fees will still be required.

n)  All games will be played on public holidays unless stated on the calendar eg. Easter Thursday No game

o)  Any objections to table clearance must be voiced before the start of the match. Both teams have the same disadvantages (2) courtesy must be given to players on adjoining tables.

p)  All competing teams are required to complete every round in the draw, regardless of the team's position on the point's table. 

 

6. RESULTS OF MATCHES

 

a)  At the conclusion of matches, captains will check each other's score sheets and sign both when the result has been verified and must complete the “best and fairest” section. Best & Fairest must be the captains decision on who they think was the best & fairest player from the opposing team on the night.

b)  Match result forms, once checked and agreed to by both captains, must not be altered in any way.

c)  Such match results shall stand unless varied by the contravention of the association rules.

d)  Score sheets must be handed in at the conclusion of the night

e)  Scores will be recorded as received on match sheets. If no sheet is submitted on the night of play, then no score will be recorded.

 

7. DRESS CODE FOR GENERAL ASSOCIATION GAMES

 

 a) Neat casual with dress sandals or shoes “no thongs” and Team Shirt

    You can NOT play with out a Team Shirt.  If no team shirt is worn, the game will be forfeited.

 

FOR REPRESENTATIVE OR TOURNAMENT PLAY (SUCH AS IN ANY Q8BF EVENTS):

 

b)   Men: Team shirt or collared shirt, long black tailored trousers (no jeans, no pin strips), black dress shoes and socks

c)  Ladies: Team shirt or Collared shirt, long black tailored pants (no jeans, no pin strips), or black skirt, black dress shoes (no sandals).

 

ALL FINALS GAMES

 

d)       men: Team shirt , long black tailored trousers (no jeans, no pin strips), black dress shoes and socks

e)       Ladies: Team shirt long black tailored pants (no jeans ,no pin strips), or black skirt, black dress shoes (no sandals,)

 

      ONLY WITH A WRITTEN MEDICAL REQUEST WILL CONSIDERATION BE GIVEN FOR LENIENCE IN DRESS CODES.

 

8. FINALS MATCHES

 

a)  The Committee will be responsible to arrange umpires for all finals matches.

b)  A player shall not be permitted to play in the finals unless:

Such a player has been registered in accordance with the rules of the association. Such a player has played at least 10 matches in a division to be eligible to play in a final in that division.  For the purpose of (above) a team receiving a forfeit, the players named and signed on the match result sheet shall be considered having played in the match.

c)  A player, who has played in a semi-final, preliminary final or grand final match in one division is not allowed to      play in a semi-final, preliminary final or grand final match in another division of the same year. Any team infringing       this rule shall loose the match.

d)  All final matches are in full tournament dress code, including team shirt. (Refer to: 7 Dress Code Rulings)

 9. CHAMPIONSHIPS

a)  Only registered members of the association may participate in title events of the association unless otherwise stated.

b)  Players must have played 45% of matches to be eligible to enter title events unless otherwise stated.  Only written application for lenience, received no later than I week prior to the event will be given consideration.

c)  The “Mixed Doubles” pair is made up of a male and a female and only one person is required to be registered, but the unregistered person cannot be currently registered to any other cue sport association. (i.e., play in another association/district)

d) A “mixed doubles” pair cannot consist of two state players (refer to State Players, for further details).

e)  Players in each division will be recognized as the “highest point scorer” and also as the “highest % scorer”, but in each individual team only the “highest % scorer” will be recognized. To be eligible for consideration for “highest % scorer”, players must have played a minimum of 45% of the games for the season.

f)  Players that participate in events must have full knowledge of the requirements, and if they deliberately disobey them will face the Judiciary Committee.

 

10. REPRESENTATIVE PLAY

 

a)  When representing the association, all players must abide by the code of conduct as set by the hosting association/federation, including our own code of conduct.

b)  If a player has to face the judiciary Committee with matters from another association/federation, then they may also face subsequent judicial matters within our association.

c)  Players who represent the association must be available for the full duration of the tournament or may face the judicial Committee for any unauthorized absences. Players who are participating in trials for representative teams must only participate if they intend on attending the tournament for the full duration.

d)  Tournament dress code must be strictly adhered to (Refer to Dress code rulings).

e)  Players must have played a minimum of 45% of matches to be eligible to attend trials for representative teams.

 

11. STATE PLAYERS

 

a)  All Q.L.D. state representative players are required to assist the Committee in all facets of running events organized by the association.  It is the player's responsibility to make themselves available and to notify the Committee as to their availability.

b)  Commitment from state players is required from the time of their confirmation to the state team for approximately twelve months, or until the new representative's step in.

c)  Funding to travel to the national titles will only be paid to players who have the GC8BA as their primary registration with the Q8BF; that is, they do not represent any other district in Q8BF events or another state. Funding could be reduced if have not contributed enough to GC8BA.

d)  Players must have been registered and actively playing for twelve months before applying for assistance.

e)  Players must have played over 66% of frames to receive funding to travel, and must also have met the criteria as set by the A8BF, and Q8BF.

 

f)  Funding to travel to the national titles will only be paid to players as they depart for the tournament. No payment will be made prior (for example: early deposits to Q8BF etc)

g)  A player who has not represented a state or territory within the previous 2 seasons is not deemed to be a state player in the eyes of the association. (For example in mixed doubles).

 

12. PROTESTS

 

a)  The player must notify the umpires immediately that he/she wishes to consult his captain about a protest. If the captain intends lodging a protest, he/she must inform the umpires and the opposing captain WHEN THE INCIDENT OCCURS, then the player must complete the game.

b)  Captains should attempt to reach an agreement on the matter under consideration. If this is not possible, a formal protest should be submitted in writing to the Executive Committee prior to the commencement of the next scheduled match.

c)  If two umpires have not been used, THE PROTEST WILL NOT BE HEARD.

d)  Protests can only be made on what is considered to be the umpires disregard for, or lack of knowledge of, the rules, and not on his/her ability to see every supposed foul.

e)  Any type of complaint, protest or objection must be submitted in writing to the Executive Committee containing all details of the matters in question before the complaint can be adequately considered.

f)  Members must not at any time, by conversation (in person or by phone) complain to an individual Committee member or other players about matters that warrant a written complaint. Verbal complaints/protests to the Committee will not be considered at any time. Any non-genuine complaint which has caused time wastage and inconvenience to the Committee may be subject to penalty.

  

13. JUDICIARY

a)  The judiciary will be made up of two members of the Association as nominated by the Executive Committee from time to time.  Any complaint being referred to the judiciary will be 1st heard by the head of judiciary and 1 other Committee members and then if there is a case to be heard will be refired to the whole Committee for a hearing  

b)  The Judiciary will only act upon a written complaint, and only those involved with the matter may be present at the 1st hearing.

c)  The Judiciary will meet as soon as practical when required.

d)  All judiciary matters must be directed through the Executive Committee

e)  The Executive Committee may impose an immediate suspension on player/players awaiting the meeting of the Judiciary if the matter shall tarnish the good name of the Association, or if the matter requires the legality of “duty of care” imposed upon the Association. (Such as in the instance of physical violence or wilful damage to property

 14. EXECUTIVE COMMITTEE

a)   No one that is on, or has been on another Que sports association’s Executive Committee in the past 2 years will  be allowed to run for a position on the Gold Coast Executive Committee.
